, a consolidated facility management service, is seeking a Highway Maintenance Management System (HMMS) Contracts Manager to work on one of our projects in Southeast Virginia.
This position is in support of the Virginia Department of Transportation (VDOT) Hampton Roads Harbor Tunnels (HRHT) facilities and will be located at the Monitor Merrimac Memorial Bridge Tunnel (MMMBT) Administration Building Office.
This position will oversee the Planners/Schedulers (PS), maintain contract documents, develop new contracts, perform contract renewal procedures, perform budget and contract analysis, and provide the analysis summary data to VDOT Management.
The position will also provide coverage on all aspects of the Planner/Scheduler (PS) role when needed in their absence.
This position will recommend adjustments to the scheduled contract workflow in accordance with the VDOT Program Manager's Budget Spend Plan and VDOT Management approval.
This position will be familiar with VDOT maintenance contract specifications and ensure requirements are implemented into the computerized Highway Maintenance Management System (HMMS) via Data Management Team.
This is to be accomplished on a routine basis as outlined in the following
Responsibilities:
Responsibilities:
Review Planner/Schedulers' (PS) work order lists to identify work orders that are stagnant or may need urgent attention; Check the progression of repair/demand work orders; Check the status of Preventive Maintenance (PM) work orders ensuring they are being performed on time.
Hold a quarterly review with the PS and VDOT Program Manager and Maintenance Manager.
Review work order requirements with the PS when they have questions or if the job is unusual.
Examine Goods & Service Requests for Work Order funding approvals, including review of the contractor's quotations, contract utilized for the job, contractor selection.
Provide guidance to the PS in resolving issues and where to look for supporting documentation.
Review emails to/from the PS to remain in the loop and provide guidance where needed.
Ensure workflow remains on target.
Assist with and delegate work order processing when a PS is out of the office.
Intervene with contractors when problems arise with responses, quotations, performance.
Spot check calendar events on the HRHT Maintenance calendarRespond to emergent issues.
Provide training to new PS via demonstrations and hands-on executionProvide training on new materials and procedures/processes to continue growth in the position.
New Contract/Invitation for Bid (IFB) Requests, to include responding to management when requesting an IFB, reviewing and analyzing current and previous contract provisions, providing asset information, cost summaries, and requisition approvals, attending bid conferences, and maintaining all associated documentation.
Contract Renewals for Established Maintenance Contracts, to include alerting management regarding the status of established maintenance contracts, performing analysis of expenditures reported, budget reports, and client purchase order system activity reports, and maintaining internal logs.
Standing Purchase Order (PO) Requests for established Maintenance Contracts, to include completion of internal documentation, requests, approvals, and tracking.
Maintain Fan Maintenance Plan Report, to include tracking maintenance reports, resolving discrepancies, and communications with VDOT management.
Planner/Scheduler Budget Summary Report.
Annual Budget Review and New Fiscal Year Budget Planning.
Data Team and Contract Team Collaboration.
Any other duties assigned by a supervisor or the Project Manager.
May be required to perform additional or different duties from those set forth above to address business needs and changing business practices.
Job Requirements:
QUALIFICATIONSEducation2-to-4-year college degree in a related field (preferred)High School diploma or demonstrated equivalent required ExperienceAt least 2 years' experience in contract analysis, contract management, government procurement procedures, supply chain management, budget and fiscal analysis, and supervision RequirementsUnderstanding of contract execution workflow, including scheduling contract workWorking knowledge and proficiency in the use of contract documentsHigh level of proficiency in M.
