Performs responsible clerical and technical work involving the preparation and maintenance of fiscal or related records.
Examples of Duties:
Prepares and processes tax liens for collection of delinquent taxes; researches delinquent tax accounts via sources such as the Division of Motor Vehicles, State Tax Department, Virginia Employment Commission, etc.; provides delinquent tax information to the Debt-Set Off program for collection; maintains records of all tax liens; assists tax payers with payment arrangements and schedules for delinquent taxes.
Prepares financial reports, maintains records, and processes overpayment and refunds of tax payments. Prepares and processes the disbursement of funds for mortgage/non-mortgage companies; deposits funds and issues checks for refunds.
Prepares daily cash reports and balances; deposits funds collected from real estate, personal property, storm water taxes, and decals. Assists in the preparation of financial reports and maintains records of tax collections and tax liens.
Prepares tax and decal statements for mailing; receives, sorts, and processes payments for taxes and decals; balances payment receipts with checks; prepares payment statements for posting to proper accounts.
Performs a variety of clerical duties; composes and types a variety of correspondence, reports, forms, etc. Ensures completeness and accuracy of all information; ensures correct use of grammar, spelling, content, and format. Answers telephone and handles inquiries from citizens. May be required to assist customers at counter as needed.
Performs other related duties as required.
Typical Qualifications:
Completion of a standard high school course of study or GED, preferably supplemented by business school or college level courses in Accounting or Bookkeeping; some experience in clerical bookkeeping or related work; good knowledge of clerical methods used in keeping fiscal accounts and records; good knowledge of office terminology, procedures, routines, and equipment; good knowledge of business arithmetic and English; some knowledge of financial theory, principals, and practices underlying state and city laws and regulations governing municipal financial matters. Ability to communicate effectively both orally and written; ability to follow complex oral and written instructions; ability to prepare fiscal reports.
Supplemental Information:
Performs duties under the general supervision of the Deputy II/Supervisor. Requires a considerable amount of independent judgment. Must be able to deal with citizens in an effective and courteous manner.

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
